Several videos have this story backwards. The document is real, the objection is real, and the part everyone is confident about is the part nobody has established.
Did Rockstar pitch Miami-Dade on turning the city into Vice City?
Nobody has established that, and the reporting points both ways. The Miamian, which filed the public records request and published the 19-page deck, says county officials submitted it to Rockstar, and the file itself is named GTA X MDC. Two paragraphs later the same article calls it the Rockstar pitch deck. NBC 6 reports Rockstar reached out first and the county responded with ideas. The Miami Herald describes the mayor's staff floating possibilities for Rockstar to consider, which is the same thing from the other end. From there several gaming outlets ran it as Rockstar walking into the mayor's office with slides about manhole covers. The only outlet that has handled the records request says the county submitted it. Who made the first phone call is not established by anyone, and this article is not going to pretend otherwise.
The statement, which is the hardest evidence here
On Thursday 3 September, Sheriff Rosie Cordero-Stutz and County Commissioner Juan Carlos Bermudez released a joint statement. Her section lists murder, robbery, drug trafficking, carjacking and violence against law enforcement, and says those are the things her deputies work every day to prevent. His section says he cannot believe the county is considering rebranding Miami International Airport as Vice City Airport.
The same day, the clerk of the court and the chief judge of the 11th Judicial Circuit wrote to the mayor asking that every county courthouse and court-related facility be expressly excluded from any GTA 6 branding. That is three separate offices on the record, which is more than a grumble.
What the deck actually proposes
On 27 August, the same day the Extended Look went up on Netflix, a local newsletter called The Miamian published a deck obtained through a public records request, dated 29 June and widely reported as 19 pages. It proposes a display aircraft at Miami International wrapped in Vice City logos, GTA 6 baggage carousels, Metromover cars in Vice City colours, signage at Government Center and Brickell stations, custom manhole covers downtown, a mural at PortMiami's cargo terminal and a family friendly car show at Tropical Park.
The mayor's spokesperson confirmed conversations with Rockstar and said nothing has been formally agreed or approved. So the ideas exist on paper and none of them are approved, which matters for everything that follows.
Why Miami-Dade went 58 years without a sheriff
The office objecting to a crime game about Miami did not exist 20 months ago. A 1966 grand jury described a burglary racket run through the sheriff's office, with deputies allegedly pointing criminals at houses full of valuables and taking a cut. Sheriff T. A. Buchanan was indicted and never convicted, but voters had already abolished the office in a referendum that year.
For the next 58 years Miami-Dade was the only one of Florida's 67 counties without an elected sheriff. A statewide amendment passed in November 2018 forced it back, the county sued to block it and lost, and Cordero-Stutz was sworn in on 7 January 2025 as the first sheriff since Buchanan. None of that is a line drawn to her. It is context for why the phrase Miami-Dade is not Vice City lands differently here than it would anywhere else in Florida.
The budget vote on the same Thursday
The sheriff's office runs on roughly 1.2 billion dollars a year, funded by the county. Mayor Daniella Levine Cava proposed raising that by 6 percent next year. Cordero-Stutz wants 12. The first of two commission votes on the mayor's budget was held on Thursday 3 September, the same day the statement came out.
The Miami Herald also notes that the sheriff and the commissioner are Republicans, the mayor is a Democrat, and Bermudez is discussed as a candidate to replace her in 2028. Whether any of that motivated the statement is untestable, so it stays parked at inference rather than being dressed up as a finding.
What Rockstar has said, which is nothing
Every outlet covering this story was checked for a line from Rockstar or Take-Two on the Miami-Dade proposal, in either direction. There is not one. That absence is itself confirmed, and it is all it is: silence, not agreement and not a denial.
The bet, flagged as a bet, is that the airport does not happen. A wrapped aircraft needs the county to sign, and the county now has a sheriff, a commissioner and its chief judge on the record against it with under 11 weeks to launch. The private version, hotels and clubs and billboards, needs nobody's vote and was probably always going to happen.
