This one is reported, not confirmed. Nobody at Rockstar has put it in writing, and the chain gets thin in a specific place worth pointing at.
Can you carry a rifle openly in GTA 6?
You can carry it, but the world reacts, and every detail below is reported rather than confirmed. The rules as relayed from a hands-off preview at Rockstar North: you can always have two concealed handguns on you, and you can carry two long guns which stay visible, one on your back and one in your off hand. You cannot put both on your back. A long gun slung on your back is reportedly fine and draws no reaction. A long gun held in your hand is where pedestrians start moving away from you. That is Rob Nelson's description as recorded by a creator who was in the room, so it is one source, secondhand, from a session nobody else can check. The rules are specific enough that they do not read as invented, and they match what Rockstar has said elsewhere about crowd behaviour, which is the only reason they are worth covering at this tier.
The line everyone is quoting is not a quote
Dazed published an interview with Rob Nelson on 26 August. The sentence that spread everywhere, that walking down the street with a rifle means the city will have something to say about it, is the writer's description of the game. It is not a Nelson quote, and roughly half the coverage attributes it to him anyway.
The principle behind it is sound and comes from a journalist who spoke to Rockstar directly. But the words belong to Dazed, and a paraphrase presented as a quote is exactly the kind of drift that turns into a fact three weeks later.
Where the detailed rules actually come from
The specific carry limits surfaced on 6 September through GamesRadar, quoting Nelson from a hands-off preview at Rockstar North. The person who recorded those words is a creator who was in the room. That makes the tier reported, single source, secondhand, which is about as thin as anything on this site gets before it is left alone.
If Rockstar publishes the same rules on its own channels, this moves up a tier. Until then it does not, however confidently the aggregators write it up.
Nelson's reason is more interesting than the rules
In the same reported quotes, Nelson says the GTA 5 approach no longer works at this resolution, given the behavioural sophistication the population now needs. In GTA 5 you could produce a shotgun in front of a crowd and nobody cared. Pedestrians ran when you aimed, and mostly ignored a weapon simply being held.
So the argument is not a moral one. A crowd running 600,000 animations, a figure Rockstar itself published, looks broken if it ignores a rifle. Rockstar would rather change the rule than look broken, which is a production reason rather than a statement about guns.
Real Florida is now less restrictive than Leonida
Florida banned open carry in 1987 and kept the ban for 38 years. On 4 July 2022 Stanley McDaniels stood at an intersection in Pensacola with a holstered pistol visible at his waistband and a copy of the Constitution in his hand, and was arrested days later on a warrant. On 10 September 2025 the First District Court of Appeal ruled the ban unconstitutional in McDaniels v. State. The Attorney General declined to appeal, and open carry took effect on 25 September 2025.
So the state Rockstar spent a decade studying flipped to legal open carry roughly 14 months before the game ships, and the Leonida we have been shown is the stricter of the two. Whether Rockstar wrote this system before or after that ruling is unknowable from the outside, and the lead time on a system like this runs to years, so it is not being presented here as commentary either way.
What the footage cannot settle
GamesRadar says the pedestrian reaction is briefly visible in the Extended Look. It has not been possible to isolate that moment with confidence in a personal capture of the footage, and Jason is mid-mission for most of the runtime, so a crowd backing off could be the carry system or the wanted system doing the work.
The open questions are larger than the answers. Whether a pedestrian calls the police or simply walks faster. Whether an officer arrests you for a slung rifle or only once it is raised. Whether any of it changes between districts. None of that is in the evidence, so none of it is asserted here.
